Live needs a licence. Highlights don’t.
Watching World Cup 2026 matches live requires a TV licence on any channel or stream. But ITVX on-demand highlights and replays are licence-free, and ITV carries 51 matches, including two of England’s three group games.

2 Do you need a TV licence for the World Cup?

It depends entirely on how you watch. The law draws the line at live television and BBC iPlayer, not at the World Cup itself.

The key rule: a licence is required to watch or record live television on any channel or service, and to use BBC iPlayer for anything. On-demand viewing on ITVX, Channel 4, and My5 is specifically outside the requirement.

That means BBC matches are off-limits on the licence-free route, but ITV’s 51 matches, including the simulcast final, can all be watched as highlights or replays. See our complete guide to VOD and TV licence rules for the full legal position.

3 How to follow World Cup 2026 without a TV licence

Five steps to stay on the right side of the rules and still see every ITV match:

Step 1: Create a free ITVX account

Go to https://www.itvx.com and register. It is free, takes under 2 minutes, and only needs an email address.

Step 2: Wait for the match to finish

The licence-free route is on-demand only. Once ITV’s broadcast ends, highlights and replays appear in the ITVX World Cup hub.

Step 3: Watch highlights or replays on demand

Open the World Cup section on ITVX and pick the highlights or full-match replay. On-demand ITVX viewing does not require a TV licence.

Step 4: Avoid live streams and BBC iPlayer

Do not use the live channel tab on ITVX, and do not use BBC iPlayer at all; both require a TV licence. BBC matches are off-limits on the licence-free route.

Step 5: Use radio for live coverage

For real-time coverage without a licence, listen to live commentary on BBC Radio 5 Live via radio, smart speaker, or BBC Sounds. Radio needs no TV licence.

5 Watching World Cup highlights from abroad

ITVX is geo-blocked outside the UK. If you are travelling or living abroad during the tournament, you will see an error when you try to load it. A VPN with a UK server routes your traffic through a UK IP address, bypassing the geo-block.

Frequently Asked Questions

Do I need a TV licence to watch World Cup 2026 live?
Yes. Watching any live television in the UK requires a TV licence, whatever the channel or device. That includes live World Cup matches on BBC One, ITV1, and the live streams on BBC iPlayer and ITVX.
Can I watch World Cup highlights without a TV licence?
Yes. ITVX on-demand content does not require a TV licence, so highlights and replays of ITV’s matches watched after broadcast are licence-free. BBC matches are different: anything on BBC iPlayer, including highlights, requires a licence.
Does BBC iPlayer World Cup coverage need a TV licence?
Yes. BBC iPlayer requires a TV licence for all content, live or on demand. That has been the rule since September 2016 and it applies to World Cup highlights as much as live matches.
Can I listen to World Cup matches on the radio without a licence?
Yes. Radio does not require a TV licence. BBC Radio 5 Live carries live commentary on World Cup matches, and you can listen via a radio, smart speaker, or the BBC Sounds app licence-free.
Can I watch the World Cup in a pub without my own TV licence?
Yes. Licensed premises hold their own TV licence covering screens on site. Watching a match at the pub has no effect on whether you need a licence at home; that depends only on what you watch at home.
Can I watch World Cup highlights abroad without a TV licence?
ITVX is geo-blocked outside the UK, so you would need a VPN with a UK server to access it from abroad. The TV licence question is separate: if you are a UK resident temporarily abroad, your existing licence (if you have one) still covers you.
